- 城市居民社区参与的组织体制分析

城市社区建设和管理的基础是社区全体居民
的参与。我国传统的社区管理体制极大地束
缚了新时期居民社区参与的要求。本文以沈
阳社区改革为例，分析了城市居民社区参与
的组织体制新模式─议事会体制的内容和意

the community in cities is the foundation of community
construction and management. Our traditional
management system has seriously constrained
the requirement of resident participation
at the community level. This article chooses
the community reform in Shenyang city as the
case，analyzing the content and significance
of the new system of organization model about
resident participation of the community in
cities，that is，discussing and consulting
commission system.
