现代城市规划已不仅仅是技术性的规划活动，同时也是一种政治性的活动。本文试图通过对西方发达国家城市规划过程的成熟做法与先进经验的研究，检视我国城市规划进程中的问题，进而从政府职能的角度探讨政府在城市规划中所扮演的角色。 - 关键词：

The paper analyses how the western countries do in urban planning, examines the course and problems in our country, and then explores the proper boundary and measures of urban planning from a perspective of governmental function.
