房地产开发在城市中方兴未艾，“突破”成为房地产开发商与城市规划博弈的关键词。那么究竟如何控制控制性详细规划？房地产开发项目的“突破”又具有什么样的规律？从宏观调控到微观措施，如何更加有效地调控房地产市场？本文以长沙市为例，通过控规指标与开发实际指标的对比研究，希望能从中探索控规的合理调控措施。 - 关键词：
控制性详细规划；指标对比；用地权属；人口容量； - Abstract: More and more housing estate developments appear in the cities. 態reaking limit?becomes the key word of the game among the housing estate developers and the planning bureau. How to control the phenomenon through regulatory detailed planning of city? Which is the regulation of 慴reaking limit??How to control the housing estate market more efficiency? This paper studies the case of Changsha city, through the comparison analysis on the regulatory index and the actual development index, with the hope to find reasonable control mode of the regulatory detailed planning.
