我国现阶段政府与专家主导的“旅游优先”（tourism precedence）旅游规划模式导致了旅游资源所在地社区居民在旅游发展中利益分配被“边缘化”，即当地社区利益分配的社会公平缺失。针对此现象，本文将当前国际认同的“第三条道路”（the third way）旅游规划前沿性理念纳入到控制性详细规划（简称控规）的理论研究中，在借鉴国外社区旅游规划成熟经验的基础上，以新农村社区型景区旅游控制性详细规划为实例，通过对影响社区利益分配因素的系统分析，结合旅游控规要素指标体系，尝试性地构建旅游控规中社区利益（概念与指标）的保障体系。 - 关键词：
旅游控规；指标体系；社区利益；保障体系； - Abstract: The current sustainable tourism planning pattern (tourism precedence), which is dominated by government or experts, causes an imbalance in distributing the benefits among stakeholders. Especially the host community is neglected in this process. The authors sum up the references and then introduce the widely accepted theory of 搕he third way? tourism planning, which is drawn from western countries, into regulatory detailed planning theoretical research, taking the new rural community tourism district as a case study, systematically analyzing the factors which influence the distribution of the benefits, combining the regulatory detailed tourism planning index system, the authors figure out the framework of benefits guarantee index system in regulatory detailed planning, so as to balance the benefits among stakeholders and ensure that the planning project is put into action without any side-effect.
