从规划编制的层面，如果编制的规划没有或很少被实施就会造成规划浪费。要避免规划浪费就需要弥合规划编制与规划实施之间的鸿沟，提高规划实效性。以厦门的规划管理实践为例，从以下4 个方面探索如何提高规划的实效性：“使用导向”的规划编制成果转换策略；建立规划维护与责任规划师制度；建立规划绩效评估与规划检讨制度；强化规划的行动力。 - 关键词：
规划管理；实效性；规划浪费；厦门； - Abstract: On the level of planning organization, planning would be wasted if it is not fully implemented. To avoid the waste, the gap of planning organization and planning implementation should be closed. This article uses the planning management practice of Xiamen as an example. It introduces four aspects of exploring how to improve the planning effectiveness: they are respectively planning organization achievement transformed strategy of using wizard, setting up planning maintenance and responsible planner institution, establishing planning achieve estimation and planning review institution and strengthening the operation of planning.
