在当前上海城市转型过程中，部分地区也在寻找新的发展抓手。对于上海首先转型的区域-中心城来说，文化内涵的继承与发展成为转型的关键要素之一。文章选取了上海比较典型的区域长宁区作为研究对象，探讨如何在现有条件下进行文化规划编制，既体现规划的前瞻性又保证规划的实施性。 - 关键词：
文化；规划；实施；机制； - Abstract: During the current process of urban transformation in Shanghai, some areas are looking for new development chances. To Shanghai’s central areas that transform first, the inheritance and development of cultural implication has become one of the key elements. The paper chooses the typical area-Changning District in Shanghai as subject of study, discusses how to implement cultural planning under current circumstances, which can not only reflect forward looking of the plan but also the feasibility.
