基于城市文化对城市发展具有重要价值的认识，通过分析静安区文化发展的困境与优势，明确其未来打造“高格调时尚文化”的发展目标，并提出通过文化资源的整合、文化场所的营造、文化产业的拓展等策略，积极培育静安区商务文化、创意文化和大众文化，重塑静安区的文化品牌，以“国际静安”的文化形象彰显大上海的文化魅力。 - 关键词：
城市文化；建设与发展；策略与行动；高格调时尚文化 - Abstract: Based on the recognization that city culture is important to urban development, by analyzing the dilemmas and advantages of Jing'an District¡¯s culture, this paper brings forward the goal of ¡°High-style fashion culture¡± for Jing'an, and proposes some strategies including integrating cultural resources, creating cultural place and expanding cultural industry£¬so that business culture, creative culture and popular culture can be cultivated. Through these measures£¬this paper looks forward to recreating the cultural brand of Jing'an District£¬and in the future ¡°international Jing¡¯an¡± will further show the cultural charm of great Shanghai.
