城市化的快速推进与土地资源紧张的现实牵引着中国城市建设加快向旧城转移。由于自身的特殊性，历史地段已成为城市更新进程中的关注重点。以经济增长为主要诉求，罔顾文化遗产的重要价值导致中国的历史地段保护一开始就陷入泥潭难以自拔，而传统的基于建筑与规划学科的解决方法作用有限，保护实践的困局呼唤着新的解决思路。研究在对管治理论的内涵和核心思想进行总结的基础上，分析了历史地段保护规划制定与实施过程中多种权力之间的激烈博弈，提出了一个基于管治理论的历史地段保护规划的分析框架，并针对各博弈主体提出管治策略，以平衡各方利益，有效保护历史地段，促进社会的和谐发展。 - 关键词：
城市更新；历史地段；管治；博弈；框架； - Abstract: Under the condition of rapid urbanization and domestic lack of land resources, urban construction takes place in old city area gradually. Therefore, historic areas in these old cities get special attention due to the particularities in itself. However, historic area conservation in contemporary China was faced with a dilemma at the beginning because of the strong desire of economic growth and ignorance of cultural heritage value. To deal with the problem, a new solution is in need for the traditional one that is based on architecture and urban planning and that is not very suitable here. Making a conclusion of urban governance theory’s connotation and core, this research analyzes the intense struggle in the planning and practicing of historic area conservation. And then the paper put forward an analysis frame, which is about the urban governance theory in the historic area, to balance profit between every aspect, protect historic area effectively and build a more harmonious society eventually.
