为解决市县层级空间规划“多规合一”过程中面临的关键技术问题，本文探讨了国土空间功能分区在县域空间规划中的关键性作用，从地域系统功能的空间组织规律出发，阐述了国土空间功能分区的科学原理，提出了“多规合一”对国土空间功能分区的要求。本文以江苏省如东县为案例，介绍了通过国土空间功能分区来推动空间规划“多规合一”的工作流程和方法，对其实施效果进行了评估，并对该方法的应用推广提出了建议。 - 关键词：
多规合一；空间规划；功能分区；县域；如东； - Abstract: To solve the key methodological problems faced in the integration of multiple plans at county level, this article discusses the crucial role of territorial function regionalization in spatial planning. Based on the laws of the spatial organizing of territorial function, the scientific foundation of territorial function regionalization is demonstrated and the demand of multiple plan integration to territorial function regionalization is suggested. With a case study of Rudong county in Jiangsu province, the framework and method of territorial function regionalization is introduced to improve the integration of multiple spatial plans. Finally, the efficacy of this approach is assessed, and some application issues of this approach are also suggested.
