- 集合之村走向集体之城：长三角被撤并乡镇驻地统筹发展模式研究——以宁波市鄞州区原茅山镇驻地为例

自20世纪90年代起，乡镇合并、村庄撤并的村镇区划整合工作在全国范围逐步展开,乡镇撤并有利于推动区域集聚发展，但是长三角地区的许多原乡镇驻地本身具有较强的发展活力、特色魅力、经济实力和综合服务能力，行政机构的撤离并没有减弱其经济和服务职能。随着区划降级，被撤并乡镇所在的集镇由原来的乡镇统管退化为集镇各村庄分散管理，导致其功能衰退、建设无序、公共事业荒废和公共管理薄弱等问题。本文以宁波市鄞州区姜山镇原茅山镇区（现茅山居民点，简称茅山集镇）为例，探究其在人口、产业、土地使用以及公共设施与公共服务等方面的现状特征和分散建设的矛盾与问题，从新型城镇化要求出发，对被撤并乡镇驻地的关联村庄按照“集体之城”的模式进行联合开发、集体建设和特色发展的模式进行了分析，并从集体经济、集体建设、公共服务等方面提出了具体对策建议。 - 关键词：
乡镇撤并；集体经济；村庄建设；城乡规划； - Abstract: Administrative division reform of town and village is helpful to promote local development, which has gradually spread all over the country since the 1990s. Townships in Yangtze River Delta areas have strong development vitality, great economic strength and comprehensive service. And evacuation of administrative agencies has not diminished their economy and service function. Administrative scale downgraded, and unified management of the original township that was degenerated into decentralized management by several villages lead to decline of function, disorderly construction, and inefficient management of public utilities. This article uses the Maoshan as an example, explores its current characteristics in terms of population, industry, land use, public facilities and public services, and analyzes insufficiency of decentralized management. From the requirements of new urbanization, this article proposes and analyzes a new development pattern of merged towns, and suggests development measures of collective economy, collective construction and public services.
