本文运用尺度政治分析的一般框架，选择宁波“澄浪变”事件对城市邻避冲突进行实证研究，对邻避冲突的尺度对抗特征和尺度转换策略进行分析。研究发现，邻避冲突是不同利益主体的尺度抗争过程。在“澄浪变”事件中，居民通过集体行动的方式推动事件尺度上移，地方政府则采取措施推动事件尺度下移。在尺度对抗中，上级政府作为尺度政治的重要力量，其立场决定着事件尺度政治方向，针对事件舆论话语的争夺成为双方尺度抗争的焦点，尺度双方通过运用表达策略获取事件舆论话语，进而改变事件尺度方向。 - 关键词：
邻避冲突；尺度；尺度政治；“澄浪变”事； - Abstract: Taking the Chenglang substation incident as an example, this paper attempts to make an empirical research on NIMBY conflict through the general framework of the politics of scale, and tries to analyze the characteristic of politics of scale and scale jumping strategy in NIMBY conflict. The paper finds that the NIMBY conflict is a process of scale confrontation between different subjects. In Chenglang substation incident, the citizens tried to upscale the incident by collective action, while the local government took measures to downscale the incident. During the confrontation, superior government was an important force whose position determined the orientation of politics of scale. Meanwhile, the contest of public discourse on incident became the focus in confrontation, and both side used expression strategies to capture public discourse in order to change the orientation of politics of scale.
