香港开埠以来，主要围绕维港两岸发展建设，经历了低速发展、填海快速扩张、更新与提升三个主要阶段，通过政府多方位管理，以健全的法律、完善的公众咨询作为制度保障，在社会力量的积极监督与献智下，结合海陆统筹的规划，海滨区发展与建设趋于更加健康与可持续。香港在海滨区积累的丰富建设与管理经验，对我国滨海城市具有重要的借鉴意义。 - 关键词：
香港；海滨区；建设； - Abstract: After opening as a port, the construction of Hong Kong, taken along both sides of Victoria Harbor, has undergone three phases: low-speed development period, rapid expansion period by reclamation and organic renewal period. The development and construction of coastal regions tend to be more healthy and sustainable, because of comprehensive management of the government, sound law and public engagement guarantee, active supervision and intelligence support of non-governmental organization, the overall planning and so on. Undoubtedly, the rich experience of Hong Kong in the coastal region has guidance and reference significance to our coastal cities.
