综合公园作为重要且稀缺的城市公共资源,科学测度其布局兼顾空间效率和公平对优化城市公园体系、增进民生福祉具有重要意义。文章基于兼顾空间效率和公平视角构建综合公园布局测度指标体系,并引入 IFAHP-熵权法测度综合公园布局的综合指数。以苏州市中心城区为例,以多源数据为支撑,将研究尺度下沉至居住区尺度,实证结果表明:(1)中心城区的综合指数整体偏低,空间效率、空间公平水平不佳,综合公园存在供需空间错配现象。(2)各市辖区综合指数差异明显,表现为吴中区 > 高新区 > 相城区 > 姑苏区 > 工业园区,市辖区间在综合公园资源供需及其匹配状况方面存在显著不同。(3)空间效率是综合指数的基础,保障空间公平的落实;空间公平是提升综合指数的关键,引导空间效率的提高。文章旨在丰富综合公园布局的研究视角,为其科学测度提供指标体系及方法,为公园绿地精准化布局提供借鉴。 - 关键词:
兼顾空间效率和公平;综合公园布局;测度;IFAHP-熵权法;苏州 - Abstract: As an important and scarce urban public resource, comprehensive parks play a significant role in optimizing the urban park system and enhancing people’s well-being through scientifically measuring their layout in terms of both spatial efficiency and equity. Based on the perspective of balancing spatial efficiency and equity, this article constructs an indicator system for measuring the layout of comprehensive parks, and introduces the IFAHP–entropy method to measure the comprehensive index of comprehensive park layout. Taking the central urban area of Suzhou as an example, and supported by multi-source data, the research scale is refined to the residential community level. The empirical results show that: (1) the overall comprehensive index of the central urban area is relatively low, with poor levels of spatial efficiency and spatial equity, and there exists a spatial mismatch between the supply and demand of comprehensive parks. (2) There are obvious differences in the comprehensive index among municipal districts, showing the order of Wuzhong district > High-tech zone > Xiangcheng district > Gusu district > Industrial Park, with significant differences among districts in terms of supply, demand, and matching of comprehensive park resources. (3) Spatial efficiency is the foundation of the comprehensive index, ensuring the implementation of spatial equity; spatial equity is the key to improving the comprehensive index, guiding the enhancement of spatial efficiency. This study aims to enrich the research perspective on comprehensive park layout, provide an indicator system and method for its scientific measurement, and offer reference for the precise layout of park green spaces.
