    建筑废弃物处置已成为制约澳门城市更新发展的因素之一,受更新需求影响产生的大 量废弃物将成为澳门亟待解决的挑战。澳门虽然在香港等地区的经验下构建了建筑废 弃物管控体系,但是存在分类差异化、指引笼统等问题,导致资源浪费、弃置物堆积 等社会问题。文章对澳门建筑废弃物管控的过程演变、管控模式等进行了分析,并结 合实际运作情况分析澳门建筑废弃物管控模式的 4 个方面——规划、施工、回收处理 阶段和全阶段管控监督,发现存在土地资源稀缺、配套设施不足、施工时间限制和公 众意识差异等困境。其背后成因是规划受限、标准不一及其他因素,据此提出通过引 导废料预处理、加强周边城市减废合作、扩能处置设施等提升现有规划灵活性,明确 工程废料分类细则、低碳建造标准、回收再利用规范,以及政府继续积极引导等减废、 转废优化策略,以提升澳门建筑废弃物管控模式的施行效果。

  • Abstract: The disposal of construction waste has become one of the key factors limiting urban renewal in Macao. The large amount of waste generated by urban renewal demands presents a pressing challenge for the city. Although Macao has developed a construction waste management system based on experiences from regions like Hong Kong, issues such as inconsistent classification, vague guidelines, and inefficiency have led to social problems like resource waste and accumulation of discarded materials. This article analyzes the evolution of Macao’s construction waste management process and models, and examines four key aspects of its management system — planning, construction, recycling and disposal, and full-phase supervision. The study identifies several challenges, including land scarcity, inadequate supporting infrastructure, construction time constraints, and differences in public awareness. The root causes of these issues include planning limitations, inconsistent standards, and other factors. To address these challenges, the article proposes strategies to enhance planning flexibility by guiding waste pre-treatment, strengthening collaboration with surrounding cities to reduce waste, expanding disposal capacity, and clarifying classification guidelines for construction waste, low-carbon construction standards, and recycling regulations. Additionally, it emphasizes the importance of continued government guidance in waste reduction and optimization efforts to improve the implementation of Macao’s construction waste management model.
