监测评估主体功能区规划落实情况,可为贯彻落实主体功能区战略提供技术支撑,以及为调控主体功能区运行状态提供意见参考。文章采用文献分析法、综合分析法、案例研究法对城市化地区主体功能区战略实施开展了监测评估指标体系研究。研究首先构建了“战略目标—要素因子—空间尺度”理论框架,提出围绕主体功能明显、区域协调、高质量发展 3 个方面战略目标开展监测评估。其次,构建了涵盖“区域—区县” 两个空间尺度,涉及“优势度—协调度—品质度”3 个目标维度的监测评估指标体系,构建了包含 31 项指标的指标库。最后,以京津冀区域为例,分别开展了区县尺度、区域尺度的城市化地区主体功能区监测评估实证分析。研究将为我国下一步全面开展主体功能区规划实施绩效监测评估提供指标体系和指标集成的技术参考,有助于从主体功能实现视角测度区域协调发展水平。 - 关键词:
主体功能区;城市化;评估指标体系;京津冀 - Abstract: Monitoring and evaluating the implementation of major functional zoning planning provides technical support for advancing the functional zoning strategy and offers a reference for regulating the operational status of functional zones. This paper employs literature analysis, comprehensive analysis, and case study methods to develop a monitoring and evaluation index system for the implementation of the major functional zoning strategy in urbanized areas. First, a theoretical framework of “strategic goal–element factor–spatial scale” is constructed, proposing monitoring and evaluation based on three strategic objectives: clear functional orientation, regional coordination, and high-quality development. Second, a monitoring and evaluation index system is established, covering two spatial scales—region and district/county—and incorporating three objective dimensions—advantage, coordination, and quality—resulting in an indicator database comprising 31 indicators. Finally, taking the Beijing–Tianjin–Hebei region as case studies, empirical analyses are conducted at both the district/county and regional scales to monitor and evaluate the implementation of major functional zoning in urbanized areas. This study provides a technical reference for indicator system construction and integration in the comprehensive monitoring and evaluation of major functional zoning planning in China, and contributes to measuring regional coordinated development from the perspective of functional realization.
