- 摘要:
首先,文章辨析了中国、日本、英国三国乡村经济产业发展的 3 种模式,阐释了 3 种乡村经济产业发展模式的国家社会关系逻辑及其对应的“规划权—发展权”张力的调和路径,提出在城镇化 70% 的拐点,英国和日本都面临乡村经济产业转型。其次,社会力量作为“规划权—发展权”张力的“调和剂”,分析日本和英国乡村社会经济转型过程中的乡村社会力量,以及形塑不同乡村经济产业发展模式的农户土地权益配置特征与产业发展路径。最后,总结提出英国和日本乡村经济产业发展的经验与教训,并提出对我国乡村产业振兴的启示:避免乡村经济产业空壳化、同质化、低端化,需要地域共同体力量和国家顶层设计的合力,以社会嵌入性重构“规划权—发展权”张力的调和机制,通过制度设计放活乡村经济产业活力,实现农业农村现代化。 - 关键词:
空间规划权;土地发展权;乡村经济;乡村产业发展模式;国际比较 - Abstract: First, this study distinguishes three models of rural economic development in China, Japan, and the UK, elucidating the state-society relationship logic underlying each model and the corresponding pathways for reconciling the tension between “planning authority and development rights”. It argues that both the UK and Japan faced rural economic transformation at the 70% urbanization inflection point. Second, examining social forces as mediators of this tension, the study analyzes rural social actors in Japan and the UK during their socioeconomic transitions. It explores how distinct patterns of land tenure arrangements among farmers shaped different rural industrial development models and pathways. Finally, it summarizes the lessons learned from the rural economic development experiences of the UK and Japan, offering insights for China’s rural industrial revitalization: To avoid the hollowing-out, homogenization, and low-end development of rural economies, it requires the combined efforts of local community forces and national top-level design. By reconstructing the mechanism for reconciling the tension between planning authority and development rights through social embeddedness, institutional design can unleash the vitality of rural industries and advance agricultural and rural modernization.
