- 摘要:
全域土地综合整治作为新时期国土空间治理的关键工具,探讨其能否及如何驱动农地利用减污降碳协同治理对推动农业绿色转型和响应国家“双碳”目标具有重要研究价值。文章将浙江省 2018 年启动全域土地综合整治试点作为一项准自然实验,结合耦合协调度模型与断点回归模型,系统识别其对农地利用减污降碳的协同影响及其传导机制。研究发现:(1)全域土地综合整治对农地利用减污降碳协同治理具有显著的正向效应,且经过一系列稳健性检验后结论依然成立;(2)种植结构调整带来的“源头减量”与农业技术进步带来的“效能跃升”是政策发挥作用的主要机制通道;(3)政策效应受区域农用地特征表现出显著的空间异质性,浙北平原水网区协同治理效应最为显著。 - 关键词:
全域土地综合整治;农地利用;面源污染;碳排放;协同;断点回归 - Abstract: Comprehensive territorial land consolidation, as a key instrument of territorial spatial governance in the new era, raises an important question as to whether and how it can promote the synergistic governance of pollution reduction and carbon mitigation in farmland use, thereby facilitating agricultural green transformation and supporting China’s “dual carbon” strategy. This study exploits the 2018 pilot program of comprehensive territorial land consolidation in Zhejiang province as a quasi-natural experiment. By integrating a coupling coordination degree model with a regression discontinuity design, it systematically identifies the policy’s impact on the synergy between pollution reduction and carbon mitigation in farmland use, as well as its underlying transmission mechanisms. The results show that: (1) comprehensive territorial land consolidation exerts a significantly positive effect on the synergistic governance of pollution reduction and carbon mitigation in farmland use, and the findings remain robust after a series of robustness checks; (2) “source reduction” driven by cropping structure adjustment and “efficiency enhancement” resulting from agricultural technological progress constitute the primary mechanism channels through which the policy operates; (3) the policy effects exhibit pronounced spatial heterogeneity conditioned by regional farmland characteristics, with the most significant synergistic effects observed in the northern Zhejiang plain water-network region.
