文章系统解析了资源导向型可持续发展模式的理论内涵与政策演进过程，探讨其与全域土地综合整治的逻辑关系，对于新时期土地整治模式创新具有重要研究价值。研究表明：（1）ROD 理念强调以资源为本、以价值转化为核心、以可持续运营为目标的资源利用逻辑，与全域土地综合整治之间具有高度的互需性与适配性；（2）从资源丰度、资源价值与资源质量 3 个维度可将自然资源分为 8 种类型，并通过“资源盘点—生态修复—组合供应—产业导入—价值转化”介入整治，将资源端与效益端有机贯通；（3）应构建以资源为导向的自然资源识别与动态确权机制、完善自然资源资产配置模式并健全供需匹配的产业导入与价值实现机制，优化全域整治实施路径。研究可为未来开展 ROD模式下的全域整治工作提供思路借鉴。 - 关键词：
资源导向型可持续发展模式；全域土地综合整治；理论解析；优化路径 - Abstract: This study systematically examines the theoretical connotations and policy evolution of the resource-oriented development (ROD) model and explores its logical relationship with comprehensive territorial land consolidation, with the aim of informing innovation in land consolidation approaches in the new era. The findings indicate that: (1) the ROD framework emphasizes a resource-based logic centered on value transformation and oriented toward sustainable operation, demonstrating a high degree of complementarity and compatibility with comprehensive territorial land consolidation; (2) natural resources can be categorized into eight types along three dimensions—resource endowment, resource value, and resource quality—and can be effectively integrated into land consolidation processes through a sequence of interventions, namely resource inventory, ecological restoration, combined supply, industrial entry, and value transformation, thereby linking the resource base with value realization; and (3) policy optimization should focus on establishing a resource-oriented mechanism for natural resource identification and dynamic rights confirmation, improving asset allocation models for natural resources, and developing industry entry and value realization mechanisms aligned with supply-demand matching, so as to enhance the implementation pathways of comprehensive territorial land consolidation. Overall, this study provides conceptual insights and policy references for advancing comprehensive territorial land consolidation under the ROD paradigm.
