    集体工业用地减量化是提升农村土地利用效率、服务乡村振兴的重要途径。文章以江苏省为研究区,基于 2021 年工业企业用地调查数据,从违法用地和低效用地 2 个层次建立减量化理论潜力识别框架,并运用 AHP-DEMATEL 组合赋权法,从发展契合度、生态环境约束、整治开发潜力和经济社会可行性 4 个维度进行潜力修正,并据此提出相应的治理路径。结果表明:(1)江苏省集体工业用地减量化现实潜力地块为 24055 宗、19498.63 hm2,分别占全省集体工业用地总量的 32.65% 和总面积的24.55%;(2)减量化潜力主要分布于苏南地区,行业上集中于非金属矿物制品、纺织、化工等传统制造行业;(3)减量化实施需按地区实施条件差异化推进,优先处置侵占永久基本农田或落入禁止建设区等红线内用地,并关注园区外及产业发展滞后的低效用地。研究结果可为集体工业用地存量盘活与建设用地资源优化配置提供参考。

  • Abstract: The reduction of collectively owned industrial land constitutes an important pathway for improving rural land-use efficiency and supporting rural revitalization. Focusing on Jiangsu province, this study utilizes 2021 survey data on industrial land use by enterprises to construct a theoretical framework for identifying reduction potential at two levels: illegal land use and inefficient land use. An AHP–DEMATEL integrated weighting approach is employed to adjust the estimated potential across four dimensions—development alignment, ecological and environmental constraints, consolidation and redevelopment potential, and socio-economic feasibility—on the basis of which targeted governance pathways are proposed. The results indicate that: (1) the realistic reduction potential of collectively owned industrial land in Jiangsu province amounts to 24055 land parcels and 19498.63 hectares, accounting for 32.65% and 24.55% of the total, respectively; (2) the reduction potential is primarily concentrated in southern Jiangsu and is clustered in traditional manufacturing industries, including non-metallic mineral products, textiles, and chemicals; and (3) implementation should proceed in a differentiated manner according to regional conditions, with priority given to land encroaching upon permanent basic farmland or located within prohibited construction zones, as well as inefficient land outside industrial parks and in areas with lagging industrial development. These findings provide empirical evidence and policy insights for revitalizing existing collectively owned industrial land and optimizing the allocation of construction land resources.
