- 摘要：
市域社会的安全治理不仅是市域社会治理现代化的重要内容，更是国家治理能力和治理体系现代化的关键支撑，还是贯彻落实总体国家安全观的基础工作。文章在厘清市域社会安全治理这一概念内涵的基础上，提出市域社会风险肇始于英国工业革命、法国大革命及欧洲启蒙思想革命等现代社会的“三元革命”，具体表现在“技术失控”“制度失灵”和“认同失衡”3 个方面的市域社会风险。文章基于对北京、上海、南京等超大、特大城市治理实践案例的梳理分析，总结提炼出中国式现代化背景下市域社会安全治理在“科技赋能”下的风险防范与公共服务、“机制保障”下的协同治理与资源下沉以及“情感凝聚”下的睦邻友好与社会整合 3 个维度形成的经验路径，在市域安全的治理研究自主性、分析视角创新性、治理理念人民性、工作方式系统性 4 个方面形成了理论与实践层面的启示。 - 关键词：
市域社会；安全治理；技术失控；制度失灵；认同失衡 - Abstract: The governance of social security at the municipal level is not only a critical component of the modernization of municipal social governance but also a key pillar in the modernization of national governance capabilities and systems. Moreover, it serves as foundational work for implementing the holistic approach to national security. By clarifying the conceptual underpinnings of municipal social security governance, this study posits that municipal social risks originated from the “triple revolutions” of modern society—namely, the British Industrial Revolution, the French Revolution, and the European Enlightenment Revolution. These risks manifest in three dimensions: uncontrolled technology, institutional ineffectiveness, and imbalanced identity. Through the analysis of governance practices in megacities such as Beijing, Shanghai, and Nanjing, this research summarizes and extracts the experiential pathways of municipal social security governance under the framework of Chinese modernization. These pathways are shaped by three dimensions: empowerment through technology, institutional safeguards, and emotional cohesion. The study offers theoretical and practical insights in four areas: the autonomy of municipal security governance research, the innovation of analytical perspectives, the people-centered governance philosophy, and the systematic approach to governance practices.
