本文从城市现代化的国际背景及安全态势入
手，结合北京城市的灾害背景，系统研究并
提出了2008年“安全奥运”建设应强调全过
程、全寿命周期的控制对策，并解析了“安
全奥运”的风险、工程、管理与文化的四大
基本思路。 - 关键词：

and submittsted the control policy for the
whole process and fully period of the life during
the construction of safe Olympics in 2008,
as well as resolvesd four basic ideas on the risk,
project, management and culture of the safe
Olympics, based on the hazard background in
Beijing city and starting from the international
background and safe situation of the city
modernization.
