- 摘要：
市长是城市规划和建设的发起者、管理者和实施者。在现实中：市长的某些决策既不符合城市可持续发展的目标，又破坏了城市规划，并对城市的整体面貌造成一定的损害。研究市长决策过程，分析其决策失误的主客观原因，给出解决办法或原则，对城市的规划与管理有一定的现实意义。 - 关键词：
市长决策；城市规划；负面影响；对策 - Abstract: Mayor is the man who sponsor, manage and actualize the city planning and development.But in reality, some decision doesn¡¯t match the aim of the sustainable development and ruins the city planning, some even damages the whole image of the city. So, to study the mayor¡¯s decision-making process, to analyze the factors which makes mayor¡¯s decision failed, and then to find out the countermeasures or principle to deal with it, has an operation significance to the planning and managing of city.
