市长是城市规划和建设的发起者、管理者和实施者。在现实中：市长的某些决策既不符合城市可持续发展的目标，又破坏了城市规划，并对城市的整体面貌造成一定的损害。研究市长决策过程，分析其决策失误的主客观原因，给出解决办法或原则，对城市的规划与管理有一定的现实意义。 - 关键词：
市长决策；城市规划；负面影响；对策； - Abstract: Mayor is the man who sponsor, manage and actualize the city planning and development.But in reality, some decision doesn’t match the aim of the sustainable development and ruins the city planning, some even damages the whole image of the city. So, to study the mayor’s decision-making process, to analyze the factors which makes mayor’s decision failed, and then to find out the countermeasures or principle to deal with it, has an operation significance to the planning and managing of city.
