- 摘要：
在全球经济一体化的新形势下，我国正处在
经济快速增长和工业化、城市化迅速发展时
期。中共十六届四中全会期间，中国城市规
划年会在北京胜利召开，建设部汪光焘部长
在会上强调：我们必须贯彻执行中央全会的
精神、高度重视城乡统筹、城乡规划工作。本
文以科学发展观探索我国城乡规划、城市化
道路和农村人口转化的几个关键问题，特别
是如何认识我国城镇发展的经济规律与综合
的支撑体系，面向世界、面对现实，真正发
挥城市规划的“龙头作用”,建设城乡一体化
的繁荣局面。 - 关键词：
科学发展观；城乡统筹；城市化道路； - Abstract: It is developing rapidly in economy;
the urbanization and industrialization are developing
quickly at the same time in China under
the situation of economic globalization. Chinese
urban planning annual meeting was held in
Beijing during the 4th Plenary Meeting of 16th
Conference of the Communist Party. Wang
Guangtao, minister of China Ministry of
Construction, emphasized that we should follow
the idea made in the central conference and
pay more attention to the urban-rural planning
and the harmony relationship between the urban
and the rural. This paper explores the key
issues on urban-rural planning,the road of urbanization
and transformation of rural population
in China, especially the economic rules
and comprehensive supporting system during the
development of cities in China, to show the leading
role of urban planning and integrating between
the city and the rural.
