阐述了上海城市地下空间资源利用的现状，分
析城市地下空间资源利用存在的无序性、分散
性和盲目性等问题，指出尽快编制城市地下空
间资源总体规划的紧迫性和重要性，合理开发
利用城市地下空间资源是基于构建循环经济
的重要资源链，是实现“十一五”规划中城市战
略重要的资源支撑，是满足城市可持续发展的
重要环节，对于实现土地资源配置、社会经济
发展和环境建设之间的动态平衡，以及推进上
海城市经济持续发展，有着重要意义与价值。 - 关键词：

and the problems of the use of underground
space resource in Shanghai, and believes
that it is more important and urgent for us to
make the general planning of the underground
space in Shanghai, for the underground space
resource is the important resource for the urban
development, and makes the measures of the
planning controlling in underground space and
many proposals of the policies.
