20世纪以来，大都市区治理一直是美国公共政
策的关键主题，学界围绕巨人政府论、多中心治
理和新区域主义等治理机制展开了激烈的争
论；但是，在治理实践中，任何治理机制都不是
全能的，应该遵循交易费用经济学所主张的“区
别性组合”逻辑来选择具体的治理机制；这对当
代中国区域治理的实践具有一定的借鉴意义。 - 关键词：
美国；大都市区；治理； - Abstract: Regional governance in metropolitan
areas has been a key public policy topic since the
20th century. Some scholars make a heated argument
about theory of gigantic government£¬the
polycentric governance and the new regionalism.
However, all of governance mechanisms are not
omnipotent in governing practice. All kinds of
governance mechanisms should be comprehensively
applied and respectively chosen under different
circumstances. It is beneficial to the practice
of regional governance in China.
