产业集群作为提高区域或城市经济竞争力的有效途径，在国内外的实践中得到很好的验证，吸引了众多学者对其开展研究。规划作为政府管理区域或城市的一种手段，无疑会对产业经济的发展产生重要影响。因此，文章旨在通过规划的途径促进产业集群发展。针对不同发展阶段、不同类型的产业集群，分别论述了规划能做什么；进而，初步探讨了具体工作如何开展，即规划如何促进产业集群发展的问题。以期通过规划促进产业集群的培育、成长和壮大，从而提升区域或城市的竞争力。 - 关键词：
规划；产业集群；新产业区； - Abstract: Industrial cluster is considered as an effective method to promote economic competitiveness of region or city, as is proved to be valid in the practice at home and abroad and hence attracts much concern from many different scholars. Planning is a way for government to administer the region or city, and will take important effect on industrial development with no doubt. Therefore, the paper aims at researching the development of industrial cluster from the way of planning. Because industrial cluster has different development stage and types, the paper discusses what planning can do. Moreover, it explores matters concerned, including how planning can be used to enhance the development of industrial cluster, in order to facilitate the cultivation, growth and expansion of industrial cluster, and therefore the competitiveness of a region or a city.
