政府主导是中国城市化的一个重要特征，政府行为在城市化进程中起着关键性的作用。由于经济体制的起点、经济转型、国际竞争的要求，历史文化的传承以及地方政府的扩张冲动等原因，在推进城市化过程中，政府的作用居于领导和支配地位。政府是城市化战略的制定者，政府也是城市化制度的供给者，政府又是城市化进程的执行者，政府还是城市化绩效的评定者。 - 关键词：
政府主导；城市化 - Abstract: An important feature of urbanization in China differing from Western pattern is that'overnment leading's a dominant power other than market force. Governments are the makers of urbanization strategies and policies, the executor and propeller of urbanizing practices, and the judge of urbanization performances.
