控制性详细规划是规划管理的直接依据，目前控制性详细规划编制成果并不能适应管理与实施的需要。本文在分析城市规划作用的基础上，对控制性详细规划编制方法作了一些探讨，提出了提高控制性详细规划实效性的思路：加强土地使用的灵活性；简化指标体系；强调以街区为控制单元，弱化小地块容积率控制；严格控制六线与公益性公共设施和市政设施用地；加强城市设计，将城市空间控制作为规定性内容。 - 关键词：
控制性详细规划；指标；实效；城市设计； - Abstract: Planning administration is directly based on regulatory detailed planning, however, the current regulatory detailed planning mode cannot fully meet the needs of city administration and implementation. Through analyzing the functions of city planning, this paper makes some explorations on the formulation of regulatory detailed planning and proposes some new points on how to improve the effectiveness of regulatory detailed planning as follows: improving the flexibilities of land use, simplifying index system, taking only one street block as a control unit, weakening plot ratio control of small areas, strictly controlling land use for laying 搒ix lines?or for construction of public facilities or civic facilities, improving urban design, making city space control a prescriptive part in planning.
