在土地政府所有与土地公共租赁的制度背景下，新加坡和香港政府利用高效的税费征收系统和土地招标拍卖体系，为城市基础设施和公共服务提供了充足资金，并通过政府开支体系，将这些收入重新回报给社会。新加坡、香港土地价值获取的路径、机制及其重新分配过程为正在经历经济快速发展和城市化的中国大陆提供了经验。 - 关键词：
新加坡；香港；土地价值；获取机制； - Abstract: The purpose of this study is to discover the land value capture instruments and mechanisms with the rapid economic development and urbanization in Singapore and Hong Kong. The results reveal that there are an efficient taxation system and a land auctions and tenders system by which the governments can capture enough revenue to finance their public infrastructure and social services. And the governments allocate the revenue to public works to return to the society and community. The Singapore and Hong Kong抯 experiences do provide us a good opportunity to appreciate how they can implement the land value capture mechanisms and redistribute the land revenue for enhancing welfare benefits.
