城乡专项规划是在城乡总体规划的指导下，对城乡要素系统中的某一类或若干类专门设施进行的系统性的空间布局规划。文章在分析城乡专项规划内涵、特点的基础上，立足于对目前城乡专项规划编制中存在的现实困境的分析，从编制主体、编制层次和编制内容三个方面对城乡专项规划的编制协调整合进行了初步探讨。 - 关键词：

planning is the spatial systematic planning
to a certain or some types within
the urban-rural factor systems. On the
basis of the analyzing the urban-rural
planning contents and characteristics and
the existent realistic predicaments in the
urban-rural particularly planning, this
article studies the moderation and the
integration on the urban-rural planning,
from planning corpus, planning layers
and planning contents.
