随着城市化进程的推进,现行防灾规划已不能适应城市发展的要求。文章试图结合曾参与完成的略阳县城综合防灾规划，进行城市综合防灾的探讨：在加强防灾工程设施规划的基础上，改变以往防灾规划中各灾种分工负责的局面，综合考虑各致灾因素之间的联系与区别，建立健全城市综合防灾体系，变传统的单纯抵御灾害为防灾、抗灾、避灾、救灾及灾后恢复重建相结合，力求使灾害发生时的各种损失降到最小，保障城市持续健康发展。 - 关键词：

in China, the existing disaster prevention
planning can not meet the requirements
of city development. This
paper attempts to combine the comprehensive
disaster prevention planning in
Lue-yang city, explore the urban comprehensive
disaster prevention planning: At
the basis of strengthening disaster engineering
facilities planning, change the
division of all kinds of disaster prevention
responsibilities in the past, establish
and improve the urban comprehensive
disaster prevention system, change
traditional disaster-resistant into disaster-
prevent, disaster-resistant, disasteravoid,
disaster-relief and post-disaster
restoration and reconstruction, guarantee
sustained and healthy development
of cities.
