文章分析了在2003 年SARS事件以后我
国城市公共安全规划编制的重要性，并
以北京市某区为例，介绍了城市公共安
全规划编制的方法和内容。希望住房和
城乡建设部在组织编制新一轮的城市总
体规划编制细则中把综合防灾减灾上升
为城市公共安全，明确该规划的主要内
容、原则及具体编制要求。 - 关键词：
公共安全；城市规划；突发公共事件； - Abstract: This paper analyzes the importance
of making urban public security
planning in China after the SARS affair
in 2003, which is followed by the introduction
of the methods and contents of
urban public security planning in a district
in Beijing. It is hoped that in the
new detailed rules for the making of general
urban planning by Housing and Urban
and Rural Construction Department,
the comprehensive issue of preventing
and reducing disaster should be promote
to urban public security, and the main
contents, planning rules and detailed
making requirements should be clearly
stated.
