城市防灾规划从单一防灾向综合防灾方
向发展有利于城市效能提高，文章从城
市防护与抗震防灾在体系上的互补性出
发，对城市人防和抗震防灾相结合规划
中的几个突出问题进行分析研究，探讨
城市人防和抗震防灾相结合规划的对
策，提出整合防灾资源、突出“综合防
灾规划”优势的发展途径。文章为城市
人防与抗震防灾相结合规划提供有益的
规划探索和编制研究思路。 - 关键词：
人防工程；抗震；防灾；相结合规划； - Abstract: The development of city prevention
disaster planning from a single
to comprehensive disaster prevention
enhances the effectiveness of the city.
From the system complementarities of
city prevention, anti-seismic and prevention
of disaster, this article analyze and
research several outstanding problems in
combination of planning between city
civil air defense, anti-seismic and prevention
of disaster, inquiry into countermeasures
in combination of planning
between city civil air defense, anti-seismic
and prevention of disaster, put forward
the integration of disaster preparedness
resources, highlight the advantages
of "Comprehensive disaster prevention
planning" development means. This article
provides useful planning exploration
and preparation study ideas in combination
of planning between city civil
air defense, anti-seismic and prevention
of disaster.
