- 摘要：
在房地产市场中，地方政府的控制土地
出让规模、追求土地“垄断价格”以及
传统经济体制的弊端，在一定程度上造
成房地产价格形成机制的扭曲。因此，
规避地方政府行为对房地产价格波动的
不利影响，必须明确地方政府对土地市
场的监管职能，充分发挥市场机制的基
础性作用。本文借用行为经济学的分析
框架对上述问题进行探讨。 - 关键词：
房地产市场；政府行为；行为经济学； - Abstract: Local government effects on
real estate market by controlling the
ground volume, pursuing excess profit
and the shortage of planned economy,
which results in distort of price of real
estate. So it is necessary to adopt some
measures to avoid bad effect of the behavior
of local government in the real
estate market, which include strengthening
on government’s supervise function
and bringing into play the fundamental
function of market mechanism. These
issues are analyzed in a framework of
behavioral economics.
