本文研究在增长竞争背景下中国城市负
债经营的原因和形式以及由此导致的潜
在的金融风险。文章认为，在现阶段的
财政体制和官员晋升激励机制下，为增
长而竞争的城市官员存在着投资饥渴
症，这会迫使官员开展城市负债经营。
城市负债规模的扩大容易导致金融风
险，影响地区稳定乃至宏观经济的健康
发展。因此，控制城市债务的规模和结
构、建立和健全债务偿还机制，以及调
整城市政府支出结构是应对债务风险的
关键。 - 关键词：
负债经营；金融风险；城市； - Abstract: In this paper, we study the
reasons and forms for liability management
of Chinese cities in the context of
competition for growth. The author
maintains that city officials are motivated
to liability management because
of the current financial system and incentives
for promotion. The expansion
of urban liabilities easily leads to financial
risks and impact regional stability
including the healthy development of
macro economy. Therefore, governments
s ho uld co ntro l the d eb t s ize and
structure, establish and improve the
mechanism for debt repayment, as well
as the spending structure, which is the
key to deal with the financial risks.
