新城乡规划法的颁布，在法律上进一步确定了城市特色塑造的必要性。在急于摆脱“千城同貌”尴尬局面的目标下，赣榆城市特色的塑造就成了一个迫切的问题。文章研究了如何通过空间布局、绿地景观系统等方面，整理赣榆城市整体空间环境品质意境，打造赣榆城市空间总体布局的艺术特色，构筑赣榆整体景观的形象框架，塑造赣榆充满“河海灵韵”的滨海城市特色。 - 关键词：

City Planning Act, it¡¯s necessary for us
to shape the city's character in the eye of
law. This paper researches the problem
that how to shape the Ganyu¡¯s character
with its status of resources with the hope
