国内外很多城市已认识到地下空间资源
的重要性，将地下空间的开发利用作为
解决城市问题的重要手段。国内城市地
下空间的开发利用力度近年来不断加
强，也出现了种种问题与矛盾，本文在
分析这些问题的基础上，提出进行法律
法规、规划编制、规划管理体制三位一
体的体系建设，以引导我国地下空间的
开发利用真正走向有序。 - 关键词：
地下空间；开发利用；有序； - Abstract: It has been realized that the
importance of resource of underground
space at home and abroad. The development
and utilization of underground
space has become a very important means
to solve urban problems. The intensity
for developing and utilizing the underground
space has been strengthened in
domestic cities to improve the functions
of the cities, at the same time, there have
been many problems and contradictions.
On the basis of analyzing the problems,
the article proposes the estimation of a
law a n d r e g ula t io n s , p la n nin g
establishment, planning management
system to guide our country orderly develop
and utilize underground space.
