- 摘要：
系统回顾总结了我国自1980年代以来城市
地下空间开发利用的法制化建设进程，分
析归纳了近年来城市地下空间法制化建设
的成就与问题，分析借鉴了国外发达国家
和我国台湾地区城市地下空间法制化建设
的成功经验，分析预测了我国城市地下空
间开发利用的发展态势，研究提出了我国
城市地下空间资源开发利用的法制化建设
基本体系、发展策略以及近期急需建立的
法律法规。 - 关键词：
地下空间法制化建设；立法体系； - Abstract: This article systematically reviews
the legalization of the use of urban
underground space in China since the 1980s,
analyzes and summarizes the achievements
and problems in the building of subsurface
use legal system in recent years, and also
analyzes and borrows the successful experience
from the foreign developed countries.
Based on the fundamental research above,
the article eventually forecasts the mode of
the construction, development strategy, as
well as the urgent need in building the laws
and regulations system of subsurface use applies
to China, so that it can provide reference
for the legislation study in the fields
of development, constructions, use, and
management of underground space in our
country.
