揭示了严控新增建设用地规模必然导致城市建设由“发展需求决定新增建设用地供给”转变为“新增建设用地供给选择发展需求”，分析它对城市空间增长、规划布局、用地配置、开发强度变化和开发时序选择的影响，并从合理引导城市发展和科学编制城市规划角度对以上影响进行了分析与思考。 - 关键词：

of strict control of the new construction
