在历史文化名城中，保护与发展的矛盾交织在一起，如何处理好两者的关系，是一个值得探索的课题。南京在新一轮历史文化名城保护规划中，从理性的立场加强了对历史地段的保护。本文重点介绍了南京历史地段保护规划的工作思路、方法及实施策略，以期为其他历史文化名城提供借鉴和参考。 - 关键词：
南京；历史地段；保护；发展； - Abstract: The contradiction between protection and development are intertwined in the historic and cultural city, and how to handle the relationship is a subject worth exploring. The government of Nanjing city strengthens the protection of historical sites from a rational position in the new protection plan. So, this paper focuses on the working ideas, methods and implementation strategies in the historical site conservation planning in order to provide reference for other historical and cultural cities.
