城市规划攸关城市健康发展,百姓安居乐业,为确保规划的决策正确,准确实施,并置于有效监督之下,在政府行政体制内实行行政三分,战略决策从规划管理局分离出去；战术管理在规划局内加强规章建设,在实行体内监督的同时,加强体外公众监督。 - 关键词：
行政三分；战略决策；战术管理；公众监督； - Abstract: To ensure the planning decision, implement and supervised the government organization must by divided to three parties: the strategy decision separate to out from urban planning bureau, military tactics administer reinforce regulations system and to implement supervisor inside organization of urban planning bureau, at the same time to reinforce public supervise outside urban planning bureau.
