本文通过对当前区域规划的国内外观背景进行分析，明确了加强政策和制度设计在当前区域规划中的必要性。同时通过新一轮的区域规划与改革开放以后的第一轮城镇体系规划的对比分析，明确了新时期区域规划在规划理念、工作重点、规划方法等方面的特征，在此基础上从政策制度设计层面进行了方法和对策的探讨。最终得出结论：立足于政策和制度设计的区域规划是时代背景下的必然选择。 - 关键词：
政策；制度；区域规划； - Abstract: In this paper the current macro-background of regional planning at home and abroad is analyzed, the necessity to strengthen the policy and institutional design in the current regional planning is clear. At the same time through a comparative analysis of the new round of regional planning and the first round urban system planning after reform and opening, the characteristics of regional planning in the new era become clear, concerning the planning philosophy, focus, planning methods, and so on. Based on this the methods and countermeasures are discussed from policy and system design. Eventually it comes to the conclusion that it is the inevitable choice of the new times for regional planning to be based on policy and institutional design.
