城乡统筹的目标导向一种理想的城乡关系，而统筹城乡则是指具体的实施路径和操作手段。当前的研究更侧重于城乡统筹理论研究，而实施领域的研究仍然很缺乏。文章以发展权转移为切入点，通过借鉴国外相关经验，抓住当前城乡关系的核心问题——土地、社会保障问题，即与城乡发展直接相关的问题，重点研究城市近郊区的城乡统筹，为城乡统筹的推行提供可操作的理论支撑和实践指导。 - 关键词：
城乡统筹；规划；发展权；转移； - Abstract: The goal of urban-rural coordinated development is an ideal relationship of town and country, while the coordinating of town and country means concrete paths and operational modes. Current researches focus on the theoretical studies of urban-rural coordinated development, but the researches in the implemental field are still scarce. This paper refers to foreign experience of the transfer of development rights (TDR) and focuses on the core issues of the current urban-rural relations -- land and social security problems -- they are direct problems related to the urban and rural development. The focus is urban-rural coordinated development of suburb with the aim to provide operational academic support and practical guidance.
