城市的建设与发展是人类活动引发碳排放的重要方面，如何在国家及城市制定的减碳目标与行动纲领的基础上，对城市发展的模式与策略进行反思及调整是目前亟待研究的重要课题。文章以一个成功实现减碳目标的城市开发项目——斯德哥尔摩哈默比湖城为例，详细解析其基于低碳目标的规划与建设对策。 - 关键词：
低碳；城市发展；哈默比湖城 - Abstract: Urban Development is an important factor of carbon emissions caused by human
activity. How to adjust the strategies of urban development based on nation¡¯s carbon reduction
goals is an urgent important research topic at present. Hammarby Sjöstad, a successful urban
development project in Stockholm as a case, the strategies of urban planning and development based on low carbon objective are summarized in this paper.
