我国的保障性住房在空间布局方面的突出问题是选址过于偏远，且大多集中建设。这会增加低收入家庭的成本负担，降低其就业概率和生活质量，并可能加剧弱势群体的空间聚集，强化居住分异，带来各种社会问题。目前中国政府已经启动了大规模的保障性住房建设，有必要慎重和科学地对待保障性住房的空间选址问题，以更好地实现住房保障目标，并促进社会融合。本文将讨论低收入住房空间布局的理论基础，以及国际经验和教训，在分析目前我国城市中保障性住房空间选址所存在的问题及背后原因的基础上，提出相应的政策建议。 - 关键词：
保障性住房；空间选址；居住分异配建； - Abstract: In many Chinese cities, the social indemnificatory housing projects for the lowincome class are always located in far away places from the city center, and the sizes of such projects are big so that poor people cluster together. Such location patterns, as suggested in the literature and the international experience, may induce higher living costs, unemployment rates as well as lower quality of life for low-income households, and may also lead to social problems such as residential segregation and crime. This paper provides a systematic review of the basic theories and international practices in this regard. We also discuss the problems existing in the location choices of low-income housing projects in Chinese cities, the underlying reasons and possible resolutions, which may support the policy-making in the ongoing huge low-income housing construction program.
