社区服务设施是社区服务的载体和平台，是构建和谐社区的重要基础。社区服务设施如何既覆盖到所有住区、惠及到所有居民，又节约成本、提高配置效率，实现经济效益和社会效益双赢，是新时期基层政府和社区工作者普遍关心的问题。公平效率分析视角解决了社区服务设施建设的价值取向问题，社区服务分类理论解决了社区服务设施建设的操作框架问题。基于此，将社区服务设施分为了“两大类、六小类”，确定了其项目设置和功能定位，并提出了设施选址、筹资渠道、运行机制等方案。从公平的角度讲，社区服务设施要辐射到所有居民，设计科学合理的服务当量；从效率的角度讲，社区服务设施要组合配置、集中建设和综合使用，避免闲置浪费。 - 关键词：
公平；效率；社区服务设施；社区分类服务；社区分类管理； - Abstract: Community service facilities are the carrier and platform of community service, and the base of harmonious community. How Community service facilities can cover all residents, save costs, and enhance efficiency is the concerned problem of government and community workers. The perspective of fairness and efficiency analysis solves the value-orientation problem of community service facilities’ construction, and community service theory solves the operating framework problem of community service facilities’ construction. For these, community service facilities will be divided into two categories and six small classes, establishing its projects and functional location, construction addresses, financing channels, operating mechanism etc. From the perspective of fairness, community service facilities will radiate to all inhabitants, and design scientifically reasonable services equivalent; from efficiency perspective, community service facilities will be combined, focused and integrated so as to avoid waste.
