新兴产业是新的经济增长点，是未来经济社会发展的主导力量，代表着未来发展的方向。很多地方制定了推进新兴产业发展的战略计划，如江苏省的“倍增计划”等，同时在用地方面都明确提出用地指标向高新技术、优势新兴产业倾斜，大力促进工业产业结构优化升级，保障企业发展用地需求的指导方针。本文探讨了目前新兴产业用地供需和布局等方面的特征及存在的问题，研究了土地政策促进新兴产业发展的作用途径，并提出了相关政策建议。 - 关键词：
土地政策；新兴产业；政策建议； - Abstract: Emerging industry is a new growth point of economy and a dominant force of the future economic and social development, and it represents the direction of future development. Many places have formulated strategic programs to encourage the development of emerging industries, such as the “Doubling Program” of Jiangsu province. In the aspect of land use they put forward the guiding principles clearly that the land-use index should tilt to high technology and superior industries. Optimization and upgrading of industrial construction should be promoted vigorously. And the demand for land of enterprise should be guaranteed. This paper discussed the land supply-demand condition , the layout characteristics and the existing problems of emerging industries. It also studied the mechanism of how to use land policy to accelerate the development of emerging industry and then put forward some suggestions.
