城乡一体化是城镇化发展到一定阶段的战略选择。我国传统的城乡二元结构影响了城乡关系的协调和经济社会持续发展。新世纪以来，城乡二元结构逐步破除，初步形成城乡经济社会发展一体化新格局。在此背景下，如何在城乡规划中落实城乡一体化政策、编制城乡一体化规划，成为政府、规划师和城市研究者非常关心的问题。本研究以苏州为例，总结了城乡一体化理论的发展脉络、发展模式，并从苏州的实际入手，分析和总结苏州城乡一体化规划的规划体系、保障措施和机制创新等实施经验，为苏州城乡一体化的进一步实施和其它地区的城乡一体化发展提供有益的借鉴。 - 关键词：
城乡一体化规划；模式；机制；苏州； - Abstract: Urban-rural integration development is a strategic choice in a certain stage. China's traditional urban-rural dual structure affects the coordination between urban and rural areas in socio-economic sustainable development. At the beginning of the new century, the urban-rural dual structure is gradually repealed, and the initial pattern of urban-rural integration of economic and social development has been shaped. In this context, how to implement the urban-rural integration policies and planning became the focus of governments of different levels, planners and urban researchers. In this study, we summarize the context, theory, and framework of urban-rural integration development and choose Suzhou as an example, summarize the experience of urban-rural planning, implementation, and explore useful expectations and lessons for the urban-rural integration development of other areas.
