本文从“新地区主义”和“新公共管理”出发介绍世界遗产城市联盟(OWHC)，并具体从世界遗产城市联盟的城市单元、友好结盟、区域同盟以及全球机构四个不同尺度, 阐述其作为从地方到全球的新公共管理实践。 - 关键词：
世界遗产城市联盟；新地区主义；新公共管理 - Abstract: This paper introduces the Organization of World Heritage Cities (OWHC) from the perspective of ¡°New Regionalism¡± and ¡°New Public Administration¡±.and discuss its roles as a new public administration entity practiced from local to global by its member cities, city to city program, regional alliance and global institutions.
