自国家“十一五”规划纲要提出后，主体功能区规划在全国范围内如火如荼地展开，亦成为学术界关注的热点问题之一。在梳理国内相关规划指标体系的基础上，以广州市为例，结合推进形成主体功能区的主要目标要求，从广州市、5 类主体功能区两个层面构建了市层级主体功能区规划的管制指标体系，这不仅有利于将主体功能区规划的目标落到实处，而且将为相关政策的制定提供重要参考，并为市层级进行相关规划（特别是主体功能区规划）管制指标体系的研究制定提供一定的借鉴。 - 关键词：
主体功能区规划；管制指标；广州市； - Abstract: Main-Functional Zones Planning is carried out actively and intensely in the whole country, and the relevant theories and planning practice are synchronously put forward, and is also one of the hot spots of academia concerns. Based on the summary of the index system of related domestic planning, combining the main targets of Main-Functional Zones Planning at the city level, taking Guangzhou as an example, combining the main aim of the Planning, the paper constructs a set of regulating index system from two levels: Guangzhou and five main-functional zones, which not only benefit for putting the targets of Main-Functional Zones Planning into effect, but provide some significant references for formulating correlated policies.
